Albert Murray holds a Bachelor’s degree in English and a Master’s degree in Guidance and Counseling. Over the course of his distinguished career, he has demonstrated exceptional leadership in the field of juvenile justice, corrections, and public service.
As Commissioner of the Georgia Department of Juvenile Justice, Mr. Murray led the agency through a historic transformation, successfully guiding it out of more than a decade of federal oversight. This achievement stands as a defining milestone of his tenure. Under his leadership, the department was recognized by the Governor of Georgia during a special press conference commemorating its return to full state supervision.
Previously, Mr. Murray was appointed by the Governor of Kansas to rebuild the state’s juvenile justice system following the passage of comprehensive reform legislation. Starting with just one employee and a temporary office, he developed the Juvenile Justice Authority into a model state agency. During his leadership, he established strong state and local partnerships, secured American Correctional Association (ACA) accreditation for all four juvenile facilities, and fully implemented statewide reforms. He also made history as the first African American to serve in this role and became the longest-serving juvenile commissioner in Kansas.
Mr. Murray also served as Deputy Commissioner of the Alabama Department of Corrections, where he helped oversee 28 state prisons. In this role, he contributed to leadership development, enhanced inmate treatment programs, and helped design a comprehensive strategic plan for the correctional system.
In Georgia, Mr. Murray was appointed to the State Board of Pardons and Paroles, where he was elected Vice Chairman within his first six months and later served as Chairman. As Chairman, he functioned as Chief Executive Officer of Board operations, overseeing parole officers statewide, managing staff, presenting the agency’s annual budget to the Governor, and serving on the Governor’s Cabinet.
His leadership and impact have been widely recognized, including being honored by the City of Atlanta as one of “Who’s Who in Black Atlanta.”
Mr. Murray is a certified accreditation auditor with the American Correctional Association (ACA) and has conducted correctional facility audits and consulting projects in more than 20 states, including Alaska and Hawaii. His work supports organizations striving to meet and maintain national standards of excellence.
Beyond his professional accomplishments, Mr. Murray is deeply committed to community service. He serves as Vice Chairman of a local college Board of Directors and participates in various community initiatives. He is also a devoted family man, married with two daughters and four grandsons, and an accomplished musician.
